Create `main.yml` to adapt `travis-build.sh`, `travisify.sh`, and, `travis-javadoc.sh` to GitHub Actions.
Commented out `travisify.sh` and `travis-javadoc.sh' to test `travis-build.sh` first.
This directory is unnecessary as the goal was not to create a GitHub Action.
This is controlled by the workflow
This will be passed by environment variable
Pull signing key and maven user from environment.
Need to put variable values, not references, in the settings.xml.
