Make a plan for the central Ops index/wiki #174

Description

@ctrueden

A major long-term goal of the SciJava Ops redesign is to generate an online index of available Ops, which will serve two purposes:

  • The automatically generated part: A reference guide for available op names and implementations, including links to code, and docstrings nicely rendered.
  • The manually edited part: A wiki for each op name describing the algorithm associated with it. So that people know what an op actually does conceptually and mathematically, even if individual implementations are not numerically identical in results.

The idea is to have a central place to discover useful image processing and analysis and related algorithms. Target audience is image analysts, starting with bioimage analysts since that's a big part of our community.

This issue is closely related to, but distinct from, #50, in that this one is focused on the online web presence of Ops, rather than mechanisms of documenting Ops from within the program (e.g. ops.help).
