`yarnInstallWithRetries/action.yml` and `externalNut.yml` fail under `yarn` v2+

Apparently, `yarn` v2+ removed the `--ignore-scripts` flag.  All scripts using those actions under anything that is not v1 will fail:

$ yarn install [--json] [--immutable] [--immutable-cache] [--refresh-lockfile] [--check-cache] [--check-resolutions] [--inline-builds] [--mode #0]
```
