Build/Test Tools: Further refine runner override variable name.
This changes `RUNNER_GROUP` to `RUNNERS_NAME` to avoid confusion with the `runs-on.group` setting, which is configured in a completely different way. Props lancewillet. See #65749. git-svn-id: https://develop.svn.wordpress.org/trunk@63003 602fd350-edb4-49c9-b593-d223f7449a82
