Problem description

With the demise of Bintray, if you don't already have things cached, you can't resolve some of our deps, like the JOSE dep and a few others. I fixed this elsewhere but didn't think that it would hit us here because we all had RF setup locally already. Then I got a new computer 🤦🏻‍♂️.
