There is no relevant state in PinnedMemoryAllocator, so we can have a single allocator with static lifetime. Signed-off-by: Edward Z. Yang <ezyang@fb.com>

There is no relevant state in PinnedMemoryAllocator, so we
can have a single allocator with static lifetime.
Furthermore, this is the only use case of
