test: speed up test_async_wait_unblocks_on_update via quick_timing fixture

Drops runtime from ~2.0s to ~0.4s by shortening probe/announce intervals
on loopback. The test only asserts wait-unblock latency bounds (&lt;3000ms,
&lt;1000ms), so faster register cycles do not weaken what it pins.
