Fix chango creating extraneous commits while making a release #5270
Description
For the last 2 releases, we've had chango making commits forever which added a new changelog entry whenever the release was triggered (via the PR name).
Not sure what the fix would be yet, but it could be the config here or something to fix in chango itself. But we should definitely fix it before the next release.

hi @harshil21! this redundant commit loop from chango during release triggers sounds like a workflow or trigger filter misconfiguration in github actions. i would love to inspect the project's github workflow files and chango configuration to see why it's re-evaluating the pr trigger endlessly. could you please assign this issue to me? i will investigate the setup and draft a pipeline fix before the next release.
