Improve and update documentation #423

The current documentation is outdated and has to be maintained independently of built-system itself.

Consider addressing the following:

• Transition README from rst to md
• Leverage moderncmakedomain sphinx plugin
• Add support for generating & publishing documentation on ReadTheDocs
