Detect changes to 'hosts' file in case users modify/remove localhost

We've had several reports (https://github.com/processing/processing/issues/1868, https://github.com/processing/processing/issues/3123, and https://github.com/processing/processing/issues/4735) of hangs that happen on machines where the user has either removed or redefined the `localhost` entry in their `hosts` file.
