Allow Analytics cookies to be enabled by default (per DUAA 2026) #180

Description

@paulcee

Is your feature request related to a problem? Please describe.
Under the latest DUAA (Data Use and Access Act 2025) regulations that became active in the United Kingdom in February 2026, we can now enable analytics cookies without explicit consent, as long as we offer an opt-out.
Pressidium Cookie Consent does not seem able to handle this (in the general non-Google case).

Describe the solution you'd like
It should be possible to add a named cookie to the Analytics category, and have the cookie enabled/allowed by default. Currently all cookies in the Analytics category are disabled by default, and I see no way to change this without using Google Tag Manager — but Google is not the only Analytics system in existence.
