pmacct now supports periodic sending of internal use metrics to a StatsD [1] instance. This commit focuses on changes to the plugins. [1]: https://github.com/etsy/statsd

pmacct now supports periodic sending of internal use metrics to a
StatsD instance. This pull request focuses on changes to the plugins.
It depends on intstats.[ch], and should therefore be reviewed after #115.
