This PR restructures the release workflow to eliminate the bottleneck where all platforms had to complete building before any could be packaged and released.

Motivation & Context

Previously, the workflow had separate build and assemble-and-release jobs. All five platforms (linux-x86_64, linux-arm64, darwin-x86_64, darwin-arm64, windows-x64) had to finish building before the assemble job could start creating distribution packages. This meant that if Windows took 10 minutes longer than macOS, the macOS release would be delayed by 10 minutes unnecessarily. By restructuring to a single matrix job that handles build, packaging, and upload for each platform independently, platforms can now upload to releases as soon as they complete. This significantly reduces total release time and eliminates cross-platform waiting.

What's Changed:

  • Created new release.yml workflow with unified build job
  • Each platform builds, packages, and uploads independently
  • Deleted old build-release.yml workflow

Breaking Changes:

None

Replace separate build and assemble jobs with unified build job.
Each platform now builds, packages, and uploads independently
without waiting for other platforms to complete.
