Updates the Python bundled in the Windows and macOS packages from 3.13.16 to 3.13.17, and the python-build-standalone tag the Windows build uses from 20261013 to 20261021 (the first release that carries 3.13.17).

3.13.17 is a security release: it updates the bundled pip, and with it pip's copy of certifi, following the eMudhra / emSign CA certificate incident. The python.org embeddable zip and macOS universal2 installer are both published.

Changelog: https://docs.python.org/release/3.13.17/whatsnew/changelog.html

This stays on 3.13 for the pywinpty reason noted in pkg/python-version.txt.
