How to reproduce:

1. Create a library with a component.
2. Use the library in a file and create a copy of the component.
3. Open the library in a new window, and drag the whole component with mouse.

In the file, the "update file" popup appears.

But it should not, because the content of the component has not changed, only the position of the main instance in its page.
