Bug - Label group: vertical category with overflow produces wrong tab order

**Describe the problem**
Followup to https://github.com/patternfly/patternfly/issues/5122 . Once styling is updated, the order in which the "remove" button gets rendered would have to be updated in React so that its tab order matches its visual order.
