Bug Description

i get this error message when decoding SVHS PAL capture.
"Warning: Cannot load filter from file for samplerate of 40000000 Hz! Output will likely not look correct!"

The picture doesn't look correct just use the error message sayes.

this bug is present in 0.3.5, 0.3.7, 0.3.8rc1

but it works fine on 0.3.4 (haven't tested older versions)
