Description
This should really go in the Vim runtime; no reason why it should support HTML 4 only in a stock installation.
Vim 8.0 is coming, so now would be a really good time to do it.

Of course I will do it. But not now.
Current syntax is depend on the
/runtime/syntax/html.vimNot standalone version.
So I still need to make it become a standalone version.

Sure, this will need to be merged into the existing
syntax/html.vimfrom the runtime, but that’s hardly a blocker—just a small task.
