Can't create openSUSE 15.6 arm64 linux machine #2213

Describe the bug

Creation of an openSUSE 15.6 arm64 linux machine fails with

[-32098] create 'opensuse156': setup: machine didn't start in 30s (missing IP address)

This is similar to #1871

To Reproduce

Run

orb create -a arm64 opensuse:15.6 opensuse156

or create one via the UI.

Seeing:

[-32098] create 'opensuse156': setup: machine didn't start in 30s (missing IP address)

Expected behavior

Working linux machine.
