For the framework streamline (#1442)

• Write an overview page on the difference between monorepo services and external services
• Update all services with proper "location" information (i.e. Repo button)
• Update Developer info to match new dev-tools setup
• Update Deployment docs to reflect potential need to include services from other repos when deploying
• Update any links between service documentation in the monorepo
