For each service in the parent issue (#1442):

• copy service code, and library code where applicable, into a new repository
• Update the Dockerfile for each service to pull any shared libraries (Note: This has been shifted in the past year to use the active code from the monorepo, so will likely have to be re-architected to use the npm library code, or from a local library repository)
