VVLTC tweak

Notes, in the tune it was:

• included Simplify NMP Conditions #5906 simplification
• included Remove two unnecessary divisions #5908 simplification
• excluded Revert "se separate parameters for stat values" #5907 During a chat discussion, we agreed to give a final chance to prove useful also at VLTC before removal of "Use separate parameters for stat values Use separate parameters for stat values #5887 ". The regression at VVLTC might be due to parameter values tuned for lower time controls. In this patch, they were tuned for VVLTC.
  After the merge, we can still try to remove the separate parameters for stat values and check the results at VVLTC.
