Since no backport has shown up yet after this comment, I presume it cannot hurt to open a PR.
This picks up OpenMathLib/OpenBLAS#3066 which fixes gh-18141 (percolates BUFFERSIZE into the Makefiles) and OpenMathLib/OpenBLAS#3060 which might fix gh-18131 (segfault on Jetson hardware).
