This is related to Yarn v4 Modern using ESLint 9.x which is now unsupported. #1164 (comment) and its associated issue for Node.js 22.x show that this has been open for several months.
From comments elsewhere we know that Yarn developers / maintainers are concentrating on Yarn v6 rc the Rust-based rewrite of Yarn (which is also still using the unsupported ESLint 9.x version).
