mklinux v7.0-mk1

First mklinux release. Rebased from v6.19-rc5 onto v7.0.

Boots as host and spawns instances: a spawn kernel takes a CPU and a PCI
device, runs, and returns the CPU to the pool on teardown.

Previous verified tree: archive/v6.19-rc5-mk0 (v6.19-rc5 base).

/dev/lazy_cma is not built in, so kerf init needs an out-of-tree change to
compile lazy_cma.c. v7.0 receives no upstream stable backports.

mklinux archive: verified multikernel tree on v6.19-rc5

Known-good snapshot taken before the v7.1 rebase. This tree is tested
and verified working.

Upstream base: v6.19-rc5
Delta:         90 commits, 101 files changed (35 new, 66 modified)
Tip:           x86/multikernel: Clear inherited MSR bases when a secondary joins

Not a release. v6.19-rc5 is a superseded -rc with no stable backports;
this tag exists as a recovery point and as a record of a configuration
known to work.
