Debug tool bar won't immediately disappear after program exits. #1173

- If click restart after program exits, a new debug mode session will be started.
- If click stop and then run the program from code lens. The previous
Run: xxxterminal won't be reused, instead, a new one will be created.
In the log, a lot of retry... can be observed.
