nix-shell for Elixir

WIP

A nix-shell template to setup an Elixir development environment with direnv integration (if installed).

Built gathering inspiration from several sources, it makes available:

• unstable.elixir
• unstable.erlang
• unstable.elixir_ls (LSP)
• unstable.rebar3: build tool that makes it easy to compile and test Erlang applications and releases
