I would not put this at the top. While the text overhaul is a major achievment, most of this information is not relevant to the majority of our users. Content falls mostly in two categories: It's something that now "just works" and users will just not have problems (e.g. "mathtext now supports \underline), or it's an expert feature (e.g. font feature flags).
I'm afraid that filling the first third quarter of space with such details that are not interesting for most users, will make people turn away before they get to the stuff that may be relevant for them.

We don't expect these to be fully copy-pastable, as they are focused on the element that specifically changed.
