So we cannot have newer black in our "minimum versions" tests unless we increase the minimum packaging requirement from 20.0 to 22.0. I'm thinking we should just skip test_pyplot_up_to_date in the minimum versions tests - as long as it's passing in the other CI then we know pyplot is up-to-date.
