They have been put into the separate mpl-third-party repository, and the original page was removed in matplotlib#20952.

Fixes #20176. This deletes the old page in its entirety, redirecting https://matplotlib.org/stable/thirdpartypackages/index.html to https://matplotlib.org/mpl-third-party/.
