If --build-only-commands is passed, the tool will generate IDE support (compile commands) but won't rebuild the code. This is useful if the code doesn't compile at the moment.

One disadvantage of this flag is that generated source files won't have their compile commands working. But bazel run will generate commands for other files with exit code 0, so it's not a critical issue.
