FYI: This workflow failed since we upgraded to Python 3.13 with #13037, but the workflow in localstack/meta had Python 3.11 hard-coded.
This has been fixed with localstack/meta#30, and I retriggered a run of the upgrade action (creating this PR) to update this PR: Run #17938157933

This here contains the first automatic moto-ext upgrade where the release was created with localstack/moto#78. Since moto-ext was unpinned with #13147 these updates are just part of the normal dependency updates here.
