This splits RubyKernel.raise into separate paths for each arity, to make calls from Java less cumbersome.

TypeError was being raised in various places by dynamically looking for Kernel and TypeError and dyncalling `raise`, but we don't really want any of that to be dynamic. Instead, just call `raise` statically with cached Kernel and TypeError objects in hand.
