These WIP excludes are from the 2.6 to 3.1 compatibility move in JRuby 9.4. They're clearly no longer WIP so merge with main excludes and we'll start tackling them all some day. This also does a few cleanups: * :"test_blah" to :test_blah * excludes sorted in all files * missing end-of-file newlines added

Mostly merging WIP excludes into main excludes and cleaning everything up. Also excluding some CRuby-specific tests using GC or callcc stuff and fixing some other bugs along the way.
