Excluded files remain excluded, but several encoding tests and others have been added.
These are probably not recent regressions, but tagging them for now to get master back to green after recent jcodings updates. Relates to jruby#8671

Updating the list of MRI core tests (mri.core.index) and tagging off failures. We'll address them like we do other excludes.
