Will need 3.4 parser to land from jruby#8153
This method is used outsode of a test method in test_refinement.rb and can't be excluded, so we implement this as a dummy method that returns an empty array for now.
Without this we would hang on (1..2**100).count, added to test_range.rb:test_count after 3.1.
CRuby test:mri:core runs to completion now for me locally. test:mri:stdlib still hangs on macos M1 during console/IRB tests but these stdlib excludes helped.
This reverts commit 73c87e7.
