Only seem to be hanging on darwin-aarch64 and will need to be investigated.
Will not work until jruby#6995 is fixed.
pending still runs the spec but allows it to fail without failing the suite.
Will continue improving M1 test coverage on this branch, but I want to get these jobs into main once they are green.

This PR includes several fixes to JRuby and testing logic to run CI against our M1 instance.
