I've submitted PRs for adding FFI support on aarch64-windows:

• Add aarch64 Windows build jnr/jffi#144
• Add support for aarch64-windows jnr/jnr-ffi#330
• Add support for aarch64-windows ffi/ffi#1035

JRuby will need to update its dependencies once the PRs are merged and new releases are cut.
