proc {} in fcall hash with fcall receiving a do block does not parse

I swear I saw someone mention this but I do not see an open issue.  Discovered while looking at sequel specs.  Reduced case:

``` ruby
foo one: proc {}, two: 1 do |ds|
end
```

The 'two: 1' is significant.
