Bigdeciment 1.9+: to_s sometimes has extra trailing zeroes

From test_bigdecimal.rb (MRI):

``` ruby
BigDecimal.new('123.45678901234567890').to_s(5)
```

We were leaving zero on end here instead of stripping it off.
