Clarifies that this tool is backup-only with no inbuilt restore. Documents that git repos can be pushed back, but issues/PRs have GitHub API limitations affecting all backup tools. Closes josegonzalez#246

Users ask about restore functionality in issues. They have to dig to find that this is a backup-only tool. This adds a "Restoring from Backup" section to the README to set expectations upfront plus document the details.
