Description
CSS templating of Notebooks via nbconvert should be a more central built-in feature, ideally available from the top-level menu. This would enable (and encourage) far more users to share Notebooks online.
I googled "ipython notebook templating" and the top hit is from the IPython Notebook 1.0 docs:
https://ipython.org/ipython-doc/1/interactive/nbconvert.html
The link provided there to the newer docs don't reveal any other documentation on templating.
It's clear that expert Notebook users are coming up with their own templating solutions for personal use:

blog.henryhhammond.com/theming-ipython/
http://stackoverflow.com/questions/19850829/new-ipython-notebook-templating
But this is so important for using Notebooks as communication tools that templating should be built-in, with a library of standard templates ready to use.
(I will contribute to this effort!)
