In practice, we don't actually resolve resources inside dynamically loaded packages (framework/libraries) but in case we ever need to, we need to make sure package ID 0x00 is always handled correctly. |

Unified and simplified parsing and publicizing framework and fixed it being performed twice.
The rest is just comment width adjustments.
