Thanks for updating!
I think it's ok to not have a separate section for how to contribute a pipeline since there is a whole Contribution section already in the README.

What does this PR do?
Similar to #10105, I have updated a couple of broken links in the ReadMe.
I also had a query. Does it make sense to have a separate section on how to contribute a pipeline to the library?
It will be easier to add the corresponding web link for the section as well. Please let me know what you think and I will make the necessary changes.
