  1. Add labels and project board to blank issue forms 

    Neither form applied the missing-label defaults or set projects:, so new
issues arrived unlabeled and had to be added to the board by hand.

- Apply size/role/feature/complexity/milestone: missing plus draft
- Add projects: hackforla/73 (CoP: DevOps: Project Board)
- Fix the dependency form: label casing was Dependency, and its Resources
  default still linked to the old hackforla/ops wiki
