This pull request migrates the release-please configuration and manifest settings for google-cloud-bigtable, pandas-gbq, and sqlalchemy-spanner from individual tracking to bulk tracking. Additionally, minor whitespace adjustments were made to the .coveragerc files of these packages. I have no feedback to provide as there are no review comments to evaluate.
This reverts commit b3a5d14.
