The "Access Plan Button" block was updated to search for all access plans, we can look to do something similar here.

Reproduction Steps

1. Add a Courses block to a page
2. Try to pick a category

Expected Behavior

Can choose from all categories

Actual Behavior

Only see the first 10 categories
