There is an open pull request to fix this problem on Microsoft Windows.

Prior to merging the PR (currently), the following doesn't work on that OS.

runner_run_as: Administrator

Or, if you're choosing to close issues about this, probably the documentation should be updated to remove the runner_run_as setting. It's still mentioned in the docs. (However, I think that would be a mistake).
