- Fixes https://github.com/github/rubocop-github/security/dependabot/49 and https://github.com/github/rubocop-github/security/dependabot/50. - Dependabot couldn't do this itself because `nokogiri >= 1.18.8` is not compatible with Ruby 3.0, so the minimum required Ruby version in the gemspec needed bumping.
