Additionally regenerate lib/index.js based on the new package versions. This ensures that future builds are reproducible and all developers/CI are using the same dependency versions.

@stephanmiehe Can you review this? We already have this in our downstream fork of this repo (https://github.com/llvm/actions/tree/main/issue-labeler), and I'm hoping to switch back to the upstream version after doing some cleanup and upstreaming the three other features that we have that seem like they would be generally useful. |
